The Town of Coupeville is seeking applicants for the position of Planning Director. This is a full time, at-will, position, FLSA exempt. Current salary range is $70,761-79,643.
Coupeville is one of the oldest communities in the State, founded in 1853 and incorporated in 1910. The Town contains a little more than one square mile of area, and the population is 1830. Coupeville is located in the middle of Whidbey Island, with the city of Oak Harbor and Naval Air Station Whidbey Island to the north, and communities of Greenbank, Freeland, Langley and Clinton to the south. It is approximately 90 minutes from downtown Seattle, via bridge or ferry.
Coupeville is the county seat for Island County, is also home to the Coupeville Schools, K-12, and Whidbey General Hospital
Coupeville is located in the heart of Ebey’s Landing National Historical Reserve, a 17,000 acre federal reserve which was created to preserve the cultural landscape that began with sea captains arriving at Penn Cove and farmers coming to Ebey’s Prairie more than a 100 years ago. Coupeville is designated as a National Historic District and maintains a list of 52 historic structures within the Town limits.
Coupeville has a 2.4 mile long shoreline along Penn Cove. The well maintained historic storefronts and residences give Coupeville a unique seaside village character that attracts both tourists and permanent residents.

About Town Government:
The Town is governed by a strong mayor and five person Town Council. Town Hall houses the mayor, clerk-treasurer, three part-time administrative support positions, the planner, engineer and police department.
The public works department consists of the Public Works Superintendent and two full time maintenance workers, with 1-2 seasonal workers. The Town operates a water and sewer utility, staffed by a Utilities Superintendent and two plant operators.
The elected officials and Town staff enjoy a very positive working relationship.
About this position:
The Planning Director is the principal for planning and community development. A half time permit technician will be hired to assist the planner. The planner will oversee the building permit process, with plan review and building inspections provided by an outside contractor.
The position is responsible for all current and long range planning. In addition, the Town and Island County have developed Joint Design Guidelines which are applied to all the development within the Town limits as well as the development in Island County within Ebey’s Landing National Historical Reserve. Decisions regarding compliance with the guidelines are made by the planner, a committee of Town/County and Reserve representatives and/or the Historic Preservation Commission.
